Brighton development among list of reasons<\/a><\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Council member Ainslee Bost made a motion to amend the agenda to present \u201ca resolution of the town council of the town of Chapin, South Carolina expressing no confidence in the leadership of Mayor Bill Mitchell.\u201d<\/p>\n<p><!--]--><!--[--><\/p>\n<p>\u201cIs that right?\u201d Mitchell replied. \u201cThank you. Thank you so much.\u201d<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Council member Warren Burritt read the full resolution, which stated that the mayor\u2019s conduct had marred the council\u2019s working relationship and his ability to lead effectively.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Mitchell\u2019s handling of the contentious Brighton development was among the reasons for the no confidence vote.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Burritt also said four town attorneys have resigned because of the mayor, and an \u201cunprecedented\u201d amount of town employees have either resigned or been fired.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>\u201cNo one wants to work with us because of how you act and how you present yourself,\u201d Council member Vicky Shealy said.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>\u201cThis is the most outrageous claim I\u2019ve ever heard, it is so insensitive,\u201d Mitchell said.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Bost went to interject but was herself interrupted by Mitchell\u2019s gavel.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>\u201cThat\u2019s all you wanna do is control us,\u201d Bost said. \u201cTo shut us up.\u201d<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Council members continued back and forth. Did SC governor expect Darline Graham\u2019s name on August ballot<\/a><\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>\u201cIt is outrageous for the four of you to present a resolution complaining about me in the impossible situation you have put me in,\u201d Mitchell said. \u201cI have saved the town\u2019s life.\u201d<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The resolution passed in a 4-1 vote, with Mitchell dissenting.<\/p>\n<p><!--]--><!--[--><\/p>\n<h2>A fast-moving first term as mayor<\/h2>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Mitchell was chosen to lead the small town of less than 2,000 people in November 2025.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The incumbent mayor, Al Koon, had died just weeks before the election, and it left Chapin scrambling to choose his successor.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Since taking office, Mitchell quickly enacted sweeping changes, coupled with a string of disputes.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>He froze approval for any new connections to the town\u2019s municipal sewer system in November 2025 to in an attempt to curb growth. Mitchell also announced the departure Town Administrator Nicholle Burroughs, and declared he would be Chapin\u2019s \u201cfull-time mayor\u201d going forward.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>One town staff member alleged in a police report that she was \u201cgrabbed\u201d around the shoulders by the new mayor during his entry to town hall.
