{"id":3609,"date":"2026-07-23T16:08:48","date_gmt":"2026-07-23T16:08:48","guid":{"rendered":"https:\/\/usmovingexpertss.com\/?p=3609"},"modified":"2026-07-23T16:08:48","modified_gmt":"2026-07-23T16:08:48","slug":"york-county-sheriff-defends-flock-camera-usage-promises-more-transparency-2","status":"publish","type":"post","link":"https:\/\/usmovingexpertss.com\/?p=3609","title":{"rendered":"York County sheriff defends Flock camera usage, promises more transparency"},"content":{"rendered":"<article><!-- --><!-- --><!-- WPS-5038 -- removed the script from WPS and added the placeholder for trinity player --><!-- --><!-- --><!-- --><!-- --><!-- --><!-- --><!-- CONTENT --><!--[--><!--[--><\/p>\n<p>York County Sheriff Tony Breeden is touting the effectiveness of the department\u2019s Flock license plate readers, and promised transparency with the community on how the cameras are utilized.<\/p>\n<p>Read more <a href=\"https:\/\/usmovingexpertss.com\/?p=3608\">He doesn\u2019t live in SC, yet, but he filed to run for Lindsey Graham\u2019s Senate seat<\/a><\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The same Flock cameras are at the crux of a lawsuit against the sheriff\u2019s office filed in late June where a Lake Wylie man was held at gunpoint by a deputy for five minutes after a traffic stop following a mistaken Flock camera hit, court records allege.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>In a two-minute video posted on the sheriff\u2019s office Facebook page on Tuesday, Breeden said the cameras are an ample crime-fighting tool, saying that citizens who have not committed wrongdoing should not be worried about the cameras.<\/p>\n<p><!--]--><!--[--><\/p>\n<div> <iframe loading=\"lazy\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\" allowfullscreen=\"true\" frameborder=\"0\" height=\"314\" scrolling=\"no\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F986742167728147%2F&amp;show_text=false&amp;width=560&amp;t=0\" style=\"border:none;overflow:hidden\" width=\"560\"><\/iframe><\/div>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>\u201cWe just felt it was time to address as a whole what Flocks are and how we\u2019re using them,\u201d Breeden said in the video.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Breeden said the department\u2019s cameras have helped solve over 250 cases, including 27 car break-ins, an armed robbery at a Burger King and a July 2025 homicide at Lake Wylie.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>\u201cOur main priority at the York County Sheriff\u2019s Office is to protect the county, and we\u2019re going to use these tools to continue to protect the county,\u201d he said.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The video had over 5,000 likes and 8,300 comments as of Wednesday afternoon.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Breeden said he also wanted to clear up misconceptions about Flock. He said the sheriff\u2019s office doesn\u2019t watch cameras in real-time, and there are restrictions on which officers can access camera data.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>He said the county is in the process of adding a \u201c<u>Flock Transparency Portal<\/u>,\u201d which shows a department\u2019s policies and camera usage statistics.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>\u201cOne of the number one things we want to do is remain as transparent as possible while also protecting the county,\u201d he said.<\/p>\n<p><!--]--><!--[--><\/p>\n<h2>How many cameras are in York County?<\/h2>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The sheriff\u2019s office bought 15 Flock cameras in the past five years, spokesman Trent Faris told The Herald on Wednesday. The <u>York County Council<\/u> most recently approved the $51,000 purchase of eight Flock cameras in March 2023. The money used for the purchases came from the sheriff\u2019s office budget and covers two years of costs, he said. He was 58 years old<\/a><\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>It remains unclear if the sheriff\u2019s office intends to request money from York County in its budget to add more Flock cameras in coming years.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The sheriff\u2019s office declined to say where the cameras are located because it would allow criminals to circumvent the cameras, Faris said.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>There are also 26 Flock cameras in Rock Hill, according to a police department spokesperson.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<h2>What are Flock cameras?<\/h2>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Flock manufactures automatic license plate readers, which use artificial intelligence to collect vehicle data and license plates.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The Atlanta-based company has partnered with over 5,000 law enforcement agencies across the U.S. The <u>American Civil Liberties Union<\/u> estimates there are between 90,000 to 100,000 Flock license plate reader  cameras in the country.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Critics of the cameras call them an invasion of privacy and an infringement of civil liberties.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<h2>Court documents: Flock cameras can make a mistake<\/h2>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>In late June, The Herald and Charlotte Observer first reported a Lake Wylie man filed a lawsuit against the York County Sheriff\u2019s Office after he was held at gunpoint for five minutes after a Flock camera incorrectly read his license plate as being a stolen car, court records show. Documents in the lawsuit show the license plate was off by the first letter.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>The sheriff\u2019s office blamed the misread plate on a tinted license plate cover, according to internal sheriff\u2019s office records  that are part of the lawsuit. However, the same license plate was read correctly 13 times previously by Flock cameras, according to the documents.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>That lawsuit remains pending in York County civil court.<\/p>\n<p><!-- --><!--]--><!--[--><\/p>\n<p>Police officers have been accused of <u>misusing the cameras<\/u> to track people, and false Flock hits have led to people being <u>held at gunpoint<\/u> or jailed.
