South Congaree is one of 71 members of the South Carolina State Treasurer’s Office’s Municipal Delinquent Audits list, notes municipalities that have failed to submit one or more annual audits documenting the previous fiscal year.
When an outstanding audit is not submitted, the state withholds public funding that would otherwise be granted to the municipality. In South Congaree’s case, $65,293.99 is being held until they submit a fiscal year 2024 audit, as confirmed by a treasurer’s office spokesperson.
In an emailed statement, South Congaree spokesperson Ashley Hunter said the town acknowledged the long delay in submitting the audit, attributing it to administrative transitions last year, such as the lack of a town administrator.

According to the statement, South Congaree subsequently hired a dedicated staff to professionalize municipal operations and continue work on the outstanding audit.
The incumbent town administrator, Crystal Bouknight, was quoted in the statement promising communication as completing the audit continues and changes to avoid a similar situation in the future.
“Our Town Council and staff is committed to transparency, accountability, and responsible stewardship of public funds,” Bouknight wrote. “Residents can expect continued updates as the audit process moves forward and additional financial provisions are implemented to help ensure future audits are completed timely.”
