A Georgetown man has been arrested after inappropriately touching himself while laying in bed with a child, according to the South Carolina Law Enforcement Division.

Richard Dana Todd Jr., 46, was charged Thursday with unlawful conduct toward a child following a period between 2023 and 2024, where Todd laid in the bed with a-then-9-year-old and touched himself while viewing sexually explicit content on his cell phone, according to an arrest warrant.

The minor victim has since experienced suicidal ideations and is under the care of a mental health professional, the release said.
