Man put gun to girlfriend’s head before long standoff, SC sheriff says

An armed man was arrested Wednesday in South Carolina on multiple charges following a long standoff with law enforcement officers, according to the Kershaw County Sheriff’s Office.

The incident began Wednesday morning when deputies responded to a domestic violence call in the 2000 block of White Oak Road, the sheriff’s office said Thursday in a news release. That’s in the Camden area of Kershaw County, near Lake Wateree.

When they arrived deputies located a woman who was visibly injured across her entire face and body, according to the release.

The victim told deputies that she had been held against her will for several days by her boyfriend, later identified as Daniel Teddy Payne, the sheriff’s office said. During that time she was the victim of multiple physical assaults, according to the release.

The victim also told deputies that Payne had fired a gun out a window, pointed the weapon at her head, and threatened to shoot anyone who approached the home, the sheriff’s office said.

The victim was able to escape the home Wednesday morning to seek help, according to the release. Further information on her condition was not available.

In response to the severe nature of the threats and allegations, the sheriff’s office’s Special Response Team was deployed to the home, armed with both arrest and search warrants, according to the release.

Payne initially refused repeated commands to exit the home, prompting law enforcement to force open the front door and use an indoor drone, provided by the Camden Police Department, to inspect the interior, the sheriff’s office said.

As law enforcement breached Payne’s bedroom window and prepared to deploy tear gas to flush him out, a South Carolina Law Enforcement Division agent successfully contacted a member of Payne’s family, according to the release. The family member was able to reach Payne on the phone, ultimately convincing him to surrender, the sheriff’s office said.

Payne exited the residence with his hands raised and was detained without further incident or injury, according to the release.

Payne, a 36-year-old Camden resident, was taken to the Kershaw County Detention Center, where he was charged with kidnapping, pointing & presenting a firearm, possession of a weapon during a violent crime and domestic violence of a high and aggravated nature, the sheriff’s office said. No bond has been set on the charges and Payne remains behind bars, jail records show.

“We thank God nobody was hurt during this volatile situation,” Sheriff Lee Boan said in the release.
