City council granted unanimous initial approval to rezone 45 acres off of Lybrand Street from a light industrial area to a residential area Tuesday, a property that backs up to an existing neighborhood with homes and a church. That means that plans for potential single-family houses can move forward.
Isaac Manning, one of the property owners, attended Tuesday’s meeting to share additional information about initial plans, which calls for about 70 to 80 50-foot lots.
“The reason we are going for those smaller lots is that we’re trying to make the economics work,” Manning said.
Manning said the residential values of completed houses on the Lybrand Street property could be somewhere between $350,000 and $400,000.

“These are not inexpensive houses,” Manning said. “We feel it is a much more compatible use than industrial. … We would love for it to go residential.”
Cayce city manager Michael Conley told council that the plan provides “a similar, small-scale residential development pattern” to districts in the city’s future land use map.
“I definitely think that residential is much more appropriate zoning for that piece of property,” council member Alice Rose said.
