The U.S. House passed the Lindsey O. Graham Sanctioning Russia and Iran Act on Wednesday. It awaits President Donald Trump’s signature.
The legislation is intended to put economic pressure on Russia and Iran with sanctions. It also gives the president power to place tariffs on countries that buy energy from Russia, a concern for some Democratic lawmakers, according to media reports.
Graham helped negotiate economic sanctions on Russia intended to end the war in Ukraine before his July 11 death. The late senator was a defender of the U.S.’s international allies, including Ukraine President Volodymyr Zelenskyy.

“As you all know, my late brother Lindsey was committed to achieving a peaceful resolution to the war in Ukraine,” Graham said in a press conference. “Lindsey believed this bill, which he worked on for well over a year, would help achieve that goal through squeezing Putin economically and forcing his customers to reevaluate the relationship with Russia.”
The bill passed the U.S. Senate easily in August, and Darline Graham frequently used its success as a credential for her effectiveness as a lawmaker while campaigning for a full term this summer.
“I’m really proud because one of the things I’ve already done is I got the Sanction Russia and Iran Act of 2026 across the finish line,” Graham said at a campaign stop Aug. 10. “That was huge. It had a lot of bipartisan support, so very, very proud of that. And I know Lindsey’s looking down from heaven, just smiling about that one.”
U.S. Sen. Tim Scott, who also supported the legislation, said the bill was a “fitting tribute” for Graham on social media.
